Funny things happening under kdebase/kdepasswd/configure.in.in

Hi,

Looking at kdebase/kdepasswd/configure.in.in it checks for konq_operations.h 
( which lies under kdebase/libkonq ) and if it can't find it it will not 
compile kdepasswd. So if you are installing from scratch it will not compile 
kdepasswd as kdebase is not installed.

I suggest removing kdebase/kdepasswd/configure.in.in and apply the attached 
patch. Any objections?
