Might be. :-) Once a year or once for every major (or how it is called 
the 3.1, 3.2) release would be OK I think. Regarding the text, I think 
you can leave out the "In September 2002..." paragraph. Maybe for the 
first round it can be included, but well, bugzilla is used for quite 
some time...
