CVS will require Qt 3.3 starting on monday

Hi!

I'd like to life the Qt requirement of the configures to check for 3.3
instead of 3.2. People using Qt 3.2 report different bugs than those
running Qt 3.3, so it makes sense to limit this to one set.

So if you're still running Qt 3.2 on your development machine, you
can now schedule a recompilation in the next couple of days.
