libxml and libart are self-contained libraries without dependencies, just like 
libtag. Though the formers are developed by gnome developers (are they 
really, I don't know), and the latter is developed by a kde developer doesn't 
make them "gnome" or "kde" libraries. It's only about dependencies that makes 
a library a "gtk/gnome" or "qt/kde" library.
