[PATCH] KDE should trust root's $HOME too

Can I apply the following patch to HEAD ? ( If you think it's
appropriate for 3_2_BRANCH too, tell me ) This changes KStandardDirs
to trust root's $HOME setting.  There's a reason it is set.

A similar fix has already been applied before by George Staikos, but
he appears to have forgotten some cases:

don't be overzealous trying to get the right home dir for root. we can
trust $HOME, as all login tools set it - if they would not, hell would
break loose.
