[PATCH] fullscreen with mouse focus policies

 Hello,

 please review (or at least test ;) ) the attached kwin patch. It's supposed 
to fix fullscreen mode which doesn't currently work properly with mouse focus 
policies (not raised above kicker), fix #62208 and also fix properly #69238 
(my previous attempt to fix this is the reason why fullscreen doesn't work 
now).
