Additional commit policy for the kdepim HEAD branch

A while ago the kdepim developers decided to impose an additional policy 
on the kdepim HEAD branch which now that 3.2 has branched becomes 
relevant:

- The kdepim HEAD branch has to compile and work within a stable KDE 3.2 
environment.

That means if you want to make use of a new cool feature of kdelibs in 
kdepim or want to put any other code in kdepim which requires a newer 
KDE environment than the 3.2 one, please simply don't do it or at least 
add proper defines which keep kdepim compatible with 3.2 stable.
