[PATCH] Desktop shadows (Was: Another "Improvement"?)

The following patch cleans up the shadow configuration. A lot of people 
(everyone who tried one of the betas) have old settings around because the 
code for some reason insists on writing the default setting to file when no 
setting exists. 

The patch no longer writes out the settings and switches to another config key 
so that old settings are no longer picked up.

Please review.
