Konqueror specific modules in KControl

Will other applications add performance settings in the foreseeable
future ?  If not, then I also think that this module should move into
konq's settings dialog.

It's been there for how long, and how many browsers support it ?  I
would move this too.

The notion that a browser is part of the desktop is invented by KDE.
I have yet to see the first user who does not see his browser as a
separate program from his OS or Desktop.  Please don't start
nitpicking ( "But I do !!" ) here.
