This is the general module for all KDE performance related settings. That 
nowadays only konqueror features performance settings doesn't mean this 
module should be shot.

Not sure. It should at least contain general html settings like start address, 
link color, fonts, that serve as the "system default" and could be defaulted 
to by every browser that supports it. (Mac OS X does it that way)

Could be considered. As long as File Associations aren't touched.

Otoh, you can contemplate Konqueror as a vital KDE component which justifies 
having its settings in the kontrol center as well.
