You package tarballs, not CVS. You don't need unsermake to create binary packages,
the tarballs have Makefile.cvs already run.

unsermake is a developer tool, it's about development, not about building for packaging.

And even if you want to use unsermake to create binary packages, you simply need
to have it checked out somewhere, you do NOT need to "build" kdesdk first.
