yes, the system bell kcm needs to die, but the Sound System kcm probably isn't
where it belongs.
the system bell kcm purports to be related to system notifications settings.
if so, it should be moved there (and that kcm reworked a bit too boot ;)
it's also referenced in the Accessability kcm. it should be moved to one or
the other. i'd suggest putting it in Accessability and being done with it.
