Up till last week the code in CVS did use the symbols of an old version of 
libidn which didn't yet handle the standardized IDN prefix. So there was no 
way it could have worked correctly before last week, even not with luck or 
root rights.

Since last week it works if you have the latest version of libidn installed at 
runtime.

So no, working support for international domain names has nothing to do with 
linking at runtime or not.
