[PATCH] Even kconf_update scripts are scripts.

Hi all,

It took me quite a lot of shell magic and manual tuning to get these
patches put together, so you're gonna need a very good reason to not
accept these ;)

Seriously, unless anyone objects, I'm committing these to head and
branch.

Christopher: these should fix a lot of the "script-not-executable"
lintian errors in http://wiki.debian.net/?DebianQtKDE.  I'll keep you
informed of what happens to them.
