Oh, nothing design wise -- it's just the standard XML vs. formatted plain text 
debate.  The current format is ok for reading the rendered version in a web 
browser; it's annoying to read it with a text editor.

Since I don't think we're planning on putting the current TODO on the web, I'd 
rather stick to something that's easier on the eyes.
