It doesn't... are you mixing arts and an admin dir from another branch?

The KDE_SET_PREFIX_CORE call in arts/configure.in.in makes it use the old-way
"--prefix or $KDEDIR or /usr/local/kde" code, whereas all modules other than
arts and kdelibs use the new KDE_SET_PREFIX which uses kde-config.
