Well, rfc 1738 leaves a lot for interpretation:

   In general, URLs are written as follows:
       <scheme>:<scheme-specific-part>

And the authors of the smb URI draft[1] decided, that "" is a 
scheme-specific-part that is not specified but valid.

I mean, I can live with the current situation that konqueror tells the user, 
he shouldn't use smb: (and try smb:/ instead). Before he googled for rather
random strings, so this is an improvement.
