[PATCH] UTF-8 encoded tips files

That depends on whether your translated tip file is properly utf-8 encoded, or 
used cp 1255 for writing it. If the former, then the patch will be fine. 
(Anyway, the tips strings are generated in some special way out of the tips 
file, and in your korganizer.po I see:

So in BRANCH the string is missing the (r) symbol anyway.

If anything, this patch will therefore _improve_ translations, since the 
translations are based on the UTF-8 string, and they're missing the 
wrongly-encoded latin-1 string, so previously undisplayable tips will be 
better.
