I thought "to update" means "to bring something up to date" and AFAIK that 
might include extending the current software setup by adding new things to 
it. A "Microsoft Word Update" gives you new templates to choose from, a "KDE 
Update" makes new features accessible as well. I think "Update" does not 
necessarily mean "Only update existing stuff but don't install new things".
