KGlobalSettings::completionMode() can be read, is not consistent in KDE though

Hi,

I just noticed that we can and most apps do read the global completion mode 
setting. However, I haven't found a place in KDE to actually _set_ it. I 
guess this isn't quite intentional? Minicli for example reads it and then 
writes the changed setting to its own config file. Same for Konqueror and 
KMail. Why is that? Am I allowed to fix that and make all apps write the 
setting to kdeglobals?
