That just gets confusing...  Why not simply list the one temporary location so 
that users can put it where they want if they need to and still allow 
applications to override that with there own options.  I guess the key is to 
merge consistency with simplicity.  To be consistant every application should 
follow 1 temporary location, that is also simple, but for apps that can eat 
up lots of room let them override that.  Which is pretty much how we have it 
today except the user can't configure their global temp (simply).

The problem with having two temps is who defines what small and large are?  So 
how about we add it to the KControl module.  That way for applications that 
don't let the user specify a tmp directory, but the user needs to change it 
they can do so easily (and I'll add an option to KAudioCreator to specify tmp 
locations).
