kde-common/admin patch for cygwin

Hi, 

the recent kde-common/admin release has two issues for the cygwin platform, 
which requires after configure editing of libtool to get propper shared 
shared libraries. 

The appended patch which only affect cygwin platforms fix this. It is based on 
cvs HEAD revision.

- don't allow shared libs with undefined symbols on cygwin
- don't use too restrictive file_magic interlibrary dependency checking on 
cygwin

BTW: I have a cvs write access to the kde cvs archive . Are I'm granted to
