Patch to get rid of automatic resource scheduling

Hi all,

In KMail there is an option to dis-/enable automatic resource scheduling. 
This option is not completely implemented, and it would need a whatsthis 
help to give any meaning to anyone.

In bug #64255 it is suggested to get rid of it for 3.2, and I agree with 
that. The attached patch does that.

One caveat: I'm not sure how the i18n stuff works. I have put #if 0  
guards around the code, so hopefully the translations will not be 
affected?

Can I commit this or does it violate the string freeze?

To those who are wondering what it does: It is an automatic part of the 
groupware code, that checks if an incoming invitation is for a free 
period and then answers with an accept or decline based on that. This is 
used to book cars, rooms, beamers and so on.
