as the one who made the changes, it's fine with me... to get the panel to work 
properly at all with backgrounds was quite a challenge; the original 
implementation was broken is many wonderful ways. 

personally, i don't care which image is used as a background, or whether it 
follows the background colours or not. my goal was not to do the artistry, 
but the support for the artistry =) as long as we can ship with something 
other than a flat dismal ugly grey panel, as that really makes the whole 
thing look like 1992. it still isn't up to the level of panels on the two 
Other OSes, but it gets us a lot closer...
