KDE 3.1.5

Hi, 

the koffice guys asked for a 3.1.5 release which contains fixes to make 
Koffice work with a stable KDE release. 

So far I've planned to tag it on November 3rd given that all outstanding 
koffice-related issues are resolved by then. 

Please backport your safe-fixes to the branch now and add them to www/
announcements/changelogs.
