dcopidlng check

Hi,

 With the introduction of the new dcopidlng check it's not possible anymore to 
use the current admin dir to compile under KDE 3.1.x, even if the 
#MIN_CONFIG(3.1) is specified. The problem is the same as in case of 
kconfig_compiler, and I think the solution is the same. Can someone who knows 
better the admin stuff to correct this?
