As I don't want to break the translations and I don't know perl, I better post 
it here for review. :-) Aside of an obvious ii8n typo I can only say that for 
_me_ it looks OK. Can someone confirm it? It's about extracting correctly a 
data file (data/chars), the tips and the  <action ... type = "name"> for 
our .toolbar.tgz files.

Ok, I see. I checked "Makefile.am" a bit more thourougly, and corrected
the "Tip of the Day" extraction, added a perl scripts to extract data/chars
correctly, and added a perl script to extract the <action ... type = "name">.

Please check and commit that too, if you like it.

Regarding the welcome page, I realize it is more complicated. You
might want to take a look at how kmail does it.
