The commit above is seriously flawed, you cannot create a directory here, it 
violates the semantics we use for configuration handling. There are a number 
of problems, the most important of which is that the directory could well be 
read-only (one example is in the context of kiosk mode) . There are other 
issues relating to handling of failure conditions, but they are not important 
because the code needs to be rethought.
