If it doesn't happen too often, I think this can be handled. Implement the new 
protocol, translate the new strings and package the kdenetwork with the same 
software as in the current stable branch and the kopete plugin updated. And 
release either a separate kdenetwork package (as it wil be now with kdepim) 
or a new minor release which now contains the updated kopete.
 Basicly this means breaking the "no new features in branch" rule, but I think 
it can be done if it doesn't happen too often.
