Big problem with Errors (Proposal for a new KDE-Toy)

Hi all,

there seems to be a serious emotional problem with error reporting with KDE: 
there simply aren't enough. I think I've solved this problem.

Yet another useless tool: KError outputs errors (as the name suggests). The 
errors and the timing are configurable.

Any objections to adding this to kde-toys?
