KDE_* macros for autoconf

autoconf and automake have good documentation in info pages.  David even
wrote a (I believe more KDE centric) howto for Makefile.am.  If you want
more documentation about admin/acinclude.m4.in you are free to write some
;-)  Other than that it's supposed to Just Work, with no need of users
fiddling with it ;-)
