No, but if 1 RedHat user has reported a problem.
And 9 other RedHat users has confirmed it, 
then there are probably 10000 RedHat users who thinks that KDE have the bug.
=> Someone has to investigate it.

If it is then shown to be RedHat only it can be marked as
RESOLVED/CLOSED.

UNCONFIRMED is not a state where a bug report should stay forever...
An erronus bug report should also be RESOLVED/CLOSED.
