I believe you misunderstand the current semantics then. The "global" flag in
the KConfigBase API is used to distinquish between kmyapprc and kdeglobals,
it's not used to distinguish between $KDEHOME and $KDEDIR, KConfig only
modifies files in $KDEHOME by definition.
