$KDEHOME/share/config/systemtray_panelappletrc)

the "problem" is that you have turned on the non-standard/default "Fade out
kicker handles".
one of the nicest things, IMHO, about having no frames around all the applets
is that it makes the applet handles actually provide a useful visual function
rather than simply be an eyesore.. i've turned on the applet handles here
(used to have them faded out as well) after the no-frame options became
available since they actually look decent again now that they aren't
competing with frames everywhere... personal taste, of course.
perhaps the system tray should check to see if panel applets are faded out and
if so show the frame?
