I agree. 

Don't call a release candidate something which isn't a release candidate. 

Aside from translation fixes (which one can say are "safe"), there should be 
the zero forseenable changes between the final release candidate and the 
release itself.

Otherwise, call them BETA releseas or GAMMA releases (i have never seen anyone 
use this, but it is the letter that follows beta, IIRC).
