Qt 3.2 requirement

I think there's only one reason. There are thousands of users out there that 
are using KDE 3.1, and they want to upgrade to Qt 3.2 just because includes 
all those nice bleeding-edge features.

And given KDE 3.2's schedule,... they just cannot wait so much :-)
