That's easily said. Taking that KDE apps like to create
$HOME/.kde when run, I wouldn't really like to have
more KDE apps run at build time. 

You don't believe me? Try this at home:
coolo at E36#coolo>KDEHOME=/etc kdcop --help
trying to create local folder: Permission denied
failed to create /etc/share/config/
