I know it works for Kopete for me. One thing to watch out for is broken
installs though -- like I somehow had a highcolor.desktop which was hiding 
the .theme file for a while, which did produce the described symptoms. 
(And if the inherits line in the .theme is bogus it could prolly do that,
too)
