In that case you need to add a desktop file for "audio/speex" mimetype under
kdelibs/mimetypes for KDE to recognize speex files and load your plugin. I
don't know what the policy is about adding such draft (unregistered) mimetypes
in KDE. I am CCing this to core-devel list, hope someone would comment on that.
