make ktip configureable?

What do you need a patch for? If it's for admins, then
cat >> /opt/kde3/share/config/kdeglobals << EOF
[Directories]
dir_data=/mydir/
EOF

and then put a new tip file under /mydir/share/apps/ktip/tip
