[PATCH] KGlobalSettings and Xinerama/MultiHead

I'm trying to make this my final cleanup for Xinerama/MultiHead in CVS.  I 
have decided that having on-the-fly settings for this is not really 
worthwhile and we can just require apps to be restarted (except Kwin which 
gets explicit notification of Xinerama/MultiHead parameter changes).

The roughly 39 files in CVS that require awareness seem to share a lot of code 
in common, so I have come up with this to encapsulate it in libkdecore.  It 
cannot be done in Qt because Qt doesn't read our settings.  Does this look ok 
to commit?
