kdebase/kdialog

Hi,

got a question - why is kdialog part of kdebase and not kdelibs ? I think for 
stuff like Debian being able to use kdialog as a choice between gnome dialogs 
or plain dialog, it would do a lot better in kdelibs than in kdebase.

How about moving it ? Or is there a specific reason it needs to stay in 
kdebase ?
