I summarized the problem with the spacers in the following bug:


Bug 70529: Separator (spacer) and lineseparator (splitter) are seen as
one item (normal)

Bottom line.. the users can't use visible toolbar spacers unless they
edit an .ui file and even then not all apps with use them.
