Qt 3.2 requirement coming soon

Hi!

I'd like to remind everyone that we're going to have a Qt 3.2
requirement for KDE 3.2 - so I'm planning on adding the 
requirement for it on monday. Just so that you know, don't
do any other plans in case you're still on 3.1 :)
