As a separate app, I agree: no need for an extra KDE tool.

However, as a Konqueror KParts plugin, that opens up a dialog, I think 
this would make sense to have - and the code could be shipped by kdeutils.
Easier to find in Konqueror's Tools menu than by looking for it in the K menu,
and indeed a useful tool IMHO. It should then be simplified of course - the
selection of the files to be renamed can be done with the existing Konqueror
facilities. Then it would be faster to use, more intuitive, and smaller in code size.

PS: The dialog with "visible vs invisible kfile-plugins" is a bit overkill IMHO.
