Quick stylistic change to GPL && LGPL..

I just noticed that kdelibs/licenses/[L]GPL_V2 had the Appendex tacked on
to the end.  This strikes me as entirely inappropiate for an application's
about box.  Why do we need to advertise "how to apply the GPL to your new
app" in the application's about box?  Can this be removed at least from
licenses/* (none of the other licenses have such verbiage)?  Maybe the
other instances of COPYING as well?
