IMHO there is consistency: In both cases, no big action is carried
out. That is the point. It's just that in some applications, you get
the bonus of being able to speed up the choice of a combobox option a
bit.

There is only one similar solution left - but I wonder if this is even
more ugly: Instead of toggling the ability to use the wheel to choose
an item, toggle the activated() signal on wheel events (you would have
to press enter, then). Does that make sense?
