scrolling emits activated() on each step (since there is no way of knowing 
when the scrolling is "done") while stepping with the keyboard waits until 
you hit enter ...

i like David's idea. he is right IMO that there isn't a one-size-fits-all 
solution here.

this would be a "new feature" for 3.1 but it would also be a bug fix, no? if i 
did up a patch implementing David's suggestion config'ibility (along with 
turning scrolling off in the location bar in konqi) tonight, would the 
Release Dude allow it to go in?
