[PATCH] XMLGUIfy kiconedit

Hi all,

Here is a big patch that changes kiconedit to use XMLGUI and makes a 
few small fixes. There are a few minor message changes too. I know its
a bit late for 3.1 for this patch, but I would be happy if it goes in.
Otherwise I am happy to wait till after 3.1 to commit it.
