Seems to be a firewall problem - or maybe a server problem. In both cases
it's in the hands of the people hosting the server. I have contacted them, let's
hope for a fast answer (was rather fast the last time).

(For any other sysadmin problem, better contact sysadmin at kde.org ... However
this goes to sysadmin at office.kde.org so it's a bad idea when 
office.kde.org == cvs.kde.org  is down :})
